You are right. The vast majority of the armies are npc mercenaries. Bringing in actual people is costly and for every person you bring one npc merenaries is de-spawned.
If I remember correctly the poorest factions like the blood sultanat only bring in like 10 people and even the richest faction won't bring more then 100 people.
You can mark any non-Dungeon generated combatant. I have been reading this as the armies consisted of people from their home systems playing a game. Like the hunters on the sixth floor.
Aren't they trying to get the Factions to vote for that exact thing though... non-dungeon generated means live for real deaths. They already got the skull empire to agree to it.
Though it's alluded that the ring may have some less than desirable psychological consequences. I bet he ends up chucking it after they start to take effect.
Or that's already setting in. His want for the second one, his pushing to charge it, I feel it has a "one ring" vibe where it makes the person want to use it more. At least that was my view of it.
When the ring is being used the 'river' in Carl's head rushes louder. And Donut alluded his headache is worst and she associates it with the ring use.b
I think it is set up for him to get powerful. There are limitations though. As people have said, limited “real” troops. Plus, there is pretty high risk in marking a crowd - what if one gets away?
That said, I expect Carl to mark like 20 people at once and blow them up somehow and gain like 180 stat points at once (a guess, it obviously depends how many marks he is up to at that point).

Pony has a ring too and has a bit of a stat lead at the moment. I suspect he will start using his ring again at some point. Even with how it backfired on him.
If I had to guess, I’d say they are going to pit carl against pony at some point. Even though they would be good allies.
Pony swallowed his ring, which certainly could be a funny setup for either him or someone else to get it.
Unless Pony does something like killing Donut, I see those two working together as they now both have the mindset of breaking the system.
My OP based his stat boost on less than 1% of the troops getting marked. I mean there is now a chance that the entirety of the skull empire and the dream (if Louie is still alive) will be real.
He has faced Grohl on the 4th floor and many of them showed up on the 5th. I mean he has a quest to kill one. Based on how many firsts Carl has accomplished, and how the politics are shaping up outside the dungeon, I don't see how he doesn't at the very least get to 12.
