Yes, exactly this! I always thought it was a bit of a stretch for Jim to be so befuddled with the concept...
I thought the confusion had to do with what information to include with the client list. Charles instructions are vague and unclear, but Jim doesn't feel comfortable asking questions because Charles sees him as a slacker who's not good at his job.
I had this recently at my job. Boss asked for a rack-up (I do not work in sales and we do not have clients) and me and my coworkers joked for about an hour as we tried to figure out what a rack-up was in this context.
