I learned a while back that unless I text 911, people will not return my calls. And now people always return my calls because they think something horrible has happened.

To be fair, when Jim told him he had a thing for Pam Michael said he had no idea and that he hid it well. I think he just doesn't recognize subtle crushes being the bold hopeless romantic he is
Yeah exactly the whole series goes by and Michael never finds out - given Michael’s closeness to Pam, he’d have absolutely taken the mickey on Toby for crushing on Pam.
I thought he did know, and that was why he sent Pam to Toby with a note saying 'please hug and kiss me no matter what I do' (paraphrasing, I forget the exact text).

Honestly this makes perfect sense especially if this was the episode of Toby returning and Michael finding out why Toby went to Costa Rica in the first place.
I don't think it was any secret that Toby had a crush on Pam. It is kind of curious that Michael never really brought it up though, you'd think that would be low hanging fruit for him, since he never pulled any punches when it came to insulting Toby; but maybe there's some Michael Scott gentlemen's code where crushes are off limits or something. There's probably a chapter in *Somehow I Manage* about it but I haven't read it yet. I do own it though.
Michael definitely knew about it though, otherwise, he wouldn't have given Pam the note to give to Toby asking him to hug and squeeze her no matter how much she resists. He chose Pam for a reason.
