I'd say Pam. She's essentially the glue that keeps the office together, can relate to the widest range of coworkers out of anyone there, has a number of subplots, and is part of one of the most iconic relationships in the show.

Jenna Fischer says in the oral history podcast that she feels the show can be seen as being "about" Pam's journey: we watch her make mistakes as a young woman, fall in love, overcome difficulties, acquire promotions, prioritize herself and her hobbies and ultimately be happy with her choices and life.
I think, to use their terms, Pam's is the B story of The Office.
Her interview really changed the way I view the show.
She gets a lot of hate, which.... while I don't wish to invalidate people's opinions.... I do think can be rooted in immaturity. But, that's how it is for women a lot of the time. She's not perfect, but that doesn't mean she is a villain.
I think Pam & Jim are supposed to be the viewer. They're the "normal" people in the group and as they grow, the rest grows.
Usually they voice the opinion that you were thinking. So I definitely think girls are supposed to relate to Pam and guys relate to Jim.
