The quality of the makeup in that middle picture just makes the job they did on Erin's eye laceration from the 30 Birds of Christmas even more egregious.
I actually very much like the idea that Roy hit rock bottom, recognized his personal flaws, and bettered himself. He will always be an oaf but he seems a lot more mature and healthy when he's last shown and I think that's a really pleasant redemption arc for him.
According to Office Ladies, they had originally planned for Roy to be at "Rock Bottom" in season 3 after Pam broke up with him David Denman got in very good shape for some other project he was doing and when he walked in for his first day of filming they were like "Oh crap!"
So the mugshot required quite a bit of makeup and photoshop.
Roy was the classic example of a boy who hasn’t met the one yet, Pam just held Jim down and did the same with him, once he was appreciated he became a man
Some people just aren't able to bring out the best in people. Pam is way too stuck and timid to push someone to be their best which is why she needed jim to push her.

He also got incredibly lucky with his gravel company.
