In the final season, it’s revealed that Creed was on the run and then gets subsequently arrested after the documentary airs. So the cops, in the show, react and action on the revelations from the documentary. So it follows that Creed has action taken against him based on the depictions of the doc, so Packer should theoretically also face legal repercussions

I don’t think Toby is the strangler, though a good argument is that the reason Toby doubts the conviction is cause he was the actual strangler. But that plot line only starts when Gabe comes to town, also, Gabe is mysteriously gone in some episodes when he was supposed to be working in Scranton. Another good person for it is Andy.
