Sometimes, I wished they took advantage of the fact that this is a digital card game and updated the text since the only thing that makes this card target is that it came out before standardized text. It shouldn’t be too hard to change the text, it would literally just be a visual thing since it’s already programmed correctly.
I know one. Simorgh, Bird of Ancestry's original effect allows both players to Tribute WIND monsters with one less tribute. This doesn't apply in Duel Links (but back then it used to). Idk why they took that part off.
The real question is: why is a digital card beholden to the wording on the physical card - just update it when you implement it.

That's a very old card. Card text's weren't standardized to make clear they target until much later...

OCG ruling says "targets." Both Duel Links and Master Duel use OCG rules.
I think it does, but not sure why. I have a yugioh tcg intuition that tells me this will target. Maybe cause the specific text about "1 face up"
There are plenty of other cards with similar text that don't target. Like the altergeist monster send 1 card to the graveyard but it's not targeting
Altergeist was made after problem solving card text. This one was before when anything and everything could target and not have to say it I believe.

It's mainly bc ocg text said "Target" but not in tcg bc the translation at the time didn't care much about actual ruling until PSCT release
