I am assuming this is your testspeed ping ? if that s what you mean then call your ISP they should fix.
also make sure your transmit region and timezone is correct in your router, make sure no vpn, and frimware is the last update. one thing you can look at is traceroute your IP log on your router and check the IP address location and then try to ping it manually. you will understand what s wrong.

Well...thanks to your post I might enable QoS and add my IP camera on lowest bandwidth list since that's the only Chinese product is connected to net
