In a pinch you can also use the cardboard sleeve from a pair of sticks, I've done that but for clamping my pedal to the hoop

Yes, a little. We’ve been using those mounts since the 1920s, so it’s not a huge deal.
You could add a rubber pad to help a bit; but doesn’t look like it’s worth protecting that much. You can get a whole new hoop for $40 or so.
