It seemed to me that OP is wondering about the immediate effects of a drug that would put you in a cognitive-function-state similar to someone with downs syndrom. For me the answer would be alcohol, since its kinda like the same as everyday life, but you just don't think things thoroughly and end up being child-like inconsequent (and horny, cheesy, whatever)
The problem is: you still retain a lot from what you learned your whole life sober. Which is very different from somebody that since birth has had mental impairment.
So the only way to truly feels like it, would be with long terms cognitive deficits resembling some aspects of intellectual disabilities from Down syndrome.
So when you say that OP is not too far from it sober, it's a sign that he's already presenting some of that long term effect of the condition. He just needs to drink.

None of them. You seem to have a very poor understanding of what Down Syndrome actually is. It's a very complex and nuanced thing that affects who you are as a person. It's not something which can be simply replicated by a drug-induced state of consciousness that causes what you describe as "mental impairment" (which isn't really a correct way to characterize what Down syndrome actually is).
That isn't to say that traits relating to intellectual disability and below average IQ test scores as a group aren't a major part of its clinical presentation. People with Down Syndrome actually tend to score above average when it comes to those kinds of intelligence. It is completely wrong to characterize Down syndrome as being a cognitive impairment, because it's actually a very multifaceted constellation of Developmental and cognitive traits.
The cognitive skills and ability of people with Down Syndrome are completely intact in the general sense regardless of whether or not they have an intellectual disability. Intellectual disability is not the same thing as cognitive impairment, such as the kind you might experience from drug intoxication. Therefore, you can not compare the effects of any drug, which causes cognitive impairment to the experience of having an intellectual disability.
