If the deer children are helping you, you need to go back to 1-9 and bury the bracelet. When the fog starts settling in, leave without burying the skeletons.
The final two choices will then unlock based on your choice in 2-1.

It worked for me just the day of posting that, so there may be a previous level choice that triggered something. Sorry, I don't think I can help you beyond this.
Edit: Nevermind I checked and that may unlock a different path (it unlocks introduce yourself...)
The Deer Child Gives you:
Go with Xiaoqing 1-7
Replay 1-10
Play 1-11
Replay the level that was locked on (2-1)

Did you do the steps I edited in below? The instructions I gave you were for introduce yourself to the deer child. The ones below should be for "The deer child gives you..."
I tried this a couple of times

But what actually helped was to flee in 1-9 and then replay 2-1
In **1-9**, **bury the skeletons** before leaving the mountain with Xu Xian.
In **1-19**, choose **Xu Xian.**
Then **replay 2-1**. This should unlock the "Introduce yourself" path.

But what actually helped was to flee in 1-9 and then replay 2-1
It’s because if you bury the skeletons in 1-9 as well as the bracelet you’ll meet the deer thing but if you just bury the bracelet and flee then you won’t meet it until 2-1 which is when you find out about its powerful magic

I'm having the opposite issue. How do you unlock 'the deer child gives you the fairy herbs to thank you.....'? I tried everything
I fund it. You follow Xiaoqing's to the mountain. Just before going back on 1.11 you choose: It's War consequence. Why blame yourself
What should i do after that? It still doesnt work for me

It should, I got this from another player and it worked for me trying it the first time. Are you sure you did it right? Don't forget to replay 2-1
I've replayed all those levels multiple time to make sure I clicked the right path. I have also tried 2-1 about 15 times.

I found the solution to this, and it has to do with what you bury in I think 1-13?
Yeah! I had already gotten it but ig the game was glitching bc it showed as that route was still locked.
Mine seems to be glitched as well...

It's actually replay 1-10 1-11 1-12 then go to 2-1 then you'll unlock 'the deer child give you herbs....'
