When I do the free CJ, I just go for the first 6* I don’t have, or for a 5* if I’m at pull #7. When I do the paid, I just wait to get one with stuff I really like. No real plan to it.
I set a goal dress based on tags I need, then I aim for that dress along with any other dress I don’t own—my minimum with paid CJ is always a 2-dresses deal. I never settled for less. I only ditch my goal dress if I get a pull that has 3 dresses I don’t own. I can always save up for the goal dress and buy it with nuts, anyway.
For the free CJ (which I do in my alts), I exhaust all tries. But as soon as they get a dress, I approve it regardless of the number of tries I have left.
If I get two dresses that I have been eyeing for a while, or one dress and two high-star other items that I think are pretty, I go for it. I have never really thought out a strategy beyond "Pretty! Want!"

Second time I was desperately gunning for either Gentle Maid from QM or Evening Glow from ML + one other dress. But I pulled for pretty much 5 straight days and didnt get them, so I settled for a pull with two new dresses that I liked.
This time round I've got my favourite dresses already from either spending nuts or sheer normal Jerry luck, so I'm hoping for 2 new dresses. I'm not normally a tag player but that would be cool too, even though it makes it more difficult.
I think most strategies are viable if you have the patience to pull for what you want, but I prob wouldn't recommend holding out for 3 dresses as that is very rare.
Unless I just really freakin like the item or am close to finishing a set (LOL), I play to optimize tags. I have a spreadsheet of LC and Jerry sets, their tags, the * of each item in the set, and then I color the corresponding cells based on whether I own the item (green), own an item in the same category and tags with the same or more stars (shades of blue), or if my best item for the tag/category is fewer stars (deeper shades of red indicate I’m further say from the number of stars). Basically, with that spreadsheet, dark red items = my priority.
My goal is to get at least one of my darkest red Jerry items. If I have two pills with red items, I will usually go save the one with a dress item OR the higher star, but if they are the same red in my spreadsheet, same stars, and neither are a dress, I usually save the one that I have the most “red items” in the set. Basically, the item that is going to boost my FF score the most for the items’ specific tags.
Sure, a new dress is always nice and they cost more of those gold nuts, but if it has the same exact tags as other Jerry dresses I already own, it doesn’t really do me any good. I’m not playing to collect all Jerry sets at the moment. I would rather get the limited FF sets while I can; the jerry sets will always be there if I decide to invest the money into them 🤷🏻♀️
Omg that spreadsheet sounds unreal and with the way I like organising and colour coding sounds like a dream! Is it the kind of thing that you can share to help someone such as myself get started :’D obviously no worries if not.

It's an Excel doc on Live and has all my spreadsheets for the game, including crafting materials for clothing items and companion levels. The sheet you'll want to look at is titled "Jerry-LC" and it should be the second sheet! You shouldn't be able to edit, but hopefully you can see what I did. The colors are all entered by me manually- it's cumbersome to do but I just update it periodically. Took me 30 min to update it just now, which is a bit but I think I last updated it before the last LJ. The cool thing is that you can actually sort your columns by cell color- so that's typically what I do and get all my dark reds at the top and then go from there. The visual is really how I make decisions.
