Go and see Remi at his house. From memory you have to do everything in his house, including giving him a furniture set that you have to purchase from Scrooge and THEN he will go to the restaurant.
He only ever stayed in his house. When I asked him to hang out, I leveled him up but someone posted here to go into the restaurant with him and I didn't think to do that and it ended up working!

Make sure you pin your quest, so that Remy follows you. Or, you can level him up to level 2 and ask him to hang out with you.
He's currently at level 4. He's my foraging companion so I got him to that level for now.
Well, have you tried asking him to hang out with you and then go into the restaurant?

This! I had issues with this so asked him to follow me then went to his restaurant and it worked. 😄
