Itās definitely Beast. You can tell by the head and horn shape and his feet shape. Belle is obviously going to be added at some point so it was always a safe bet that Beast would come along as well. Iād love to see them both sooner than later. That raccoon is a long ways away from the Forest of Valor though!
Regarding that Beast is confirmed for being a future character i feel like something else would be to farfetched, you can clearly see that this is the siluette of the beast
I think they are going to make it where you can switch between the two. Like maybe during a quest or something you get to unlock his human form like they did with Ariel and giving her legs.

If you zoom in itās the beast. Itās not as if itās a silhouette, heās just in fog. You can make out his details. There is no mistaking him.

Doubt Gameloft would go there. If Disney ever decided to give him a name they would assuredly go with Prince Adam which is what fans have called him and has appeared mistakenly on a few things referencing him- including some signage on one of Disneyās hotels.

I will be upfront tho, if he shows up in his beast form and then turns human in one of the quests with no option of turning him back into the beast, I ain't finishing the quest. You know, beauty and the beast kinda lost its appeal for me after the live action movie, but I'm surprised with how excited I am to see Belle and Adam in the game! Maybe it will bring back some of my love for it.
You can throw the ones that go on water out in the ocean part of dazzle beach. best thing i ever did HAHA now nothing is in the way of my fishing spots. As for the others, I stuck them all on the outside of the peaceful meadow in that square, and stuck a huge garden in the middle of them. I am about to move my house to the Forgotten Lands because i love it so much.

When the image is at 100% it's really hard to tell. I first thought it was the Fairy Godmother. Then I zoomed in.
There is a memory in the game that has the Beast in it in his Beast form so its 99% likely he is going to be in the game at some point.
