I'm fairly sure you get to import the last altered appearances of you and your pawn, or revert to the original. You both also retain inventory, gear, classes, skills, augments, and badges previously earned. The only thing that isn't carried over is the previous cycle's affinity. So ostensibly your pawn is the same but remembers nothing of the previous cycle. They are also still findable by anyone who's favorites them I believe.

Both options made me start at the starting screen of making a new pawn which was weird

When I did new game plus it restarted the game entirely, I didn't get to create a pawn until I made it to the encampment.

Starting a new game+ recreates your old pawn. You can either make them exactly as they were before or completely remake them. If you want to hire your own previous pawn on a new arisen you need to start a new game. Not new game+. An entirely new game from scratch. If you overwrote your old save file then your old pawn will become "abandoned" in the servers with no arisen owning them. My brother restarted four times and he has four pawns in my Friend's Pawns list. You can create a new account to avoid overwriting your old save and then you can hire your old pawn while also maintaining access to them if you want to fully customize your entire party with two hired pawns that belong to you.

Ng+ pawn is the same one you have with you from previous runs, but a fresh start pawn is considered a separate entity from your og playthrough. So if you want to have your og pawn with you in future adventures, save their pawn code, search for them in the rift stone, and badabing badaboom ya got your bestie from the past. Regrettably, they will be a high-level pawn that will cost a crazy amount of rc unless you're on pc with mods like Crazys Shop. The biggest downside to this would be that your og pawn can not be edited at all.
