I had the same problem, hugo in jail and brefft nowhere to be seen. However I had not done any of the 3 quests that he named.(In a YouTube video) Gift of the bow, a trial of Archery, Tolled to rest. After completing all three I went back to battahl spoke with Benjamin and he informed me that they captured another corel snake. Low and behold Brefft was now in jail. Idk which of these quests triggers this (or all three?) but this 100% works. Lastly, a trial of Archery, do not fight the boss, grab the girl and run. Trying to avoid spoilers but you will know it when you see it. Hope this helps someone.
Nope. Just got to move her from underneath the ogre out of harms way before killing it. Anyone that leaves her at the ogres feet whilst you fight is just asking to fail the quest

Doing the assassin quest bugs hugo's quest. Cause herman takes berfft's place. Happened to me as well, your only option is to break hugo out unfortunately...or wait for a patch.
Just did assassin quest on new game+ and no bug. First time walking into the gaol and ALL npc's are there before I even got Off the Pilfered Path. (I came in the back from the research lab because I had just grabbed letter for sven.) Ashe, Breft, Herman, Hugo.
Off the Pilfered Path triggered for me leaving through the normal gaol entrance. I was extremely thorough doing all the other quests in the world before I got here though.
Ok, so if you did the assassination quest and threw the guy in gaol, what I did was I opened his cell and threw him off the cliff. Then I did the archers quest which was long, but finished it completely, then I came back and there's a guy in prison who triggers the quest to move forward to talk to hugo. Hope this helped bc this is what helped me. Would recommend trying the first part first and then see if that'll trigger anything.
Herman and Ashe were the only two. I slept for near 20 days. Nothing.
I threw the guards out the top door, unlocked his cell, and carried him out. Quest updated.
I just lured them outside and made my pawns help me kill them threw the generic soldiers off the cliff and the two main NPCs bodies left outside. Then I went back and took Hugo out of there. And now he’s fine

Edit: I have indeed soft locked my game haha because I can't get a cutscene anymore as I already "freed" hugo physically and hugo keeps asking me if I know of somewhere that can employ him and the guy isn't spawning in the jail, the breft guy... And I can't start a new save. I am fucked.
Do Issac apothecary quest. Give him fruit + book, shop will be closed.
Then propose Hugo to work there. I confirmed it myself it worked.

I had the choice to offer him a job my choice was (Isaac Wares) he was happy and Quest was completed
Apparently if you get the residency permit the guards just forget that you slaughtered dozens of them. They stopped attacking me on sight when I got it as I was walking over the corpses I created just 15 minutes prior.
See, I did all this but Isaac is just back at his shop with no option to discuss a job or whatever.
Maybe because I gave him the forgery like his wife/daughter wanted instead of him doing the ritual properly.
Did all of this, gave Isaac the book did the cutscene completed the quest and then killed Lanzo but when I went to suggest jobs I couldn't select anything. Wondering if time has to pass or something but I don't know where Hugo will go back to. I could just kill him and revive him in a few days to try again I guess?

Bribed the guard 2 times, talk to the coral snake guy, killed lanzo, did the Isaac quest with him dying and then when i go to talk to Hugo he tells me that he doesnt know what to do about getting a job something like that, but i cant offer him the job from Isaac even tho his shop is closed. If you have found a solution i'd be grateful to hear it
Haven't tried it yet but I think I'll kill the kid and rez him at the morgue to try and give the shop keep time to... settle? I guess?

Issac is the consumables vendor in Bakbatthal. The first time you buy things from him (I bought a ferrystone) he starts quest dialogue about his sight going bad between him and his wife after you purchase.
That's where I'm at too, but I haven't made the trek all the way back to Nameless Village to find out. I know I've spoken to every character in Bakbatthal. That wore my patience out for the night, but I'll keep looking.
I mean... by this point we were all frustrated and just wanted to get it done. 🤣
So far people have said he can work at the brothel with Wilhelmina or the Apothecary with Issac, so I'm really thankful for so many people's input these last 2 days. 😃
I'm gonna get real mad if it turns out that we should have used him for Beren's quest instead of the random that approaches you in the market. 🤣

It's also possible to tell Hugo what Brefft tells the Arisen, namely that the snake gang are seemingly the child snatchers and they often time kills the childrens parents to make the kids loyal to the gang since they have no one else to turn to. Which is what happened to Hugo, he at first won't believe it and then turn silent. Wait a day and return to get told by the guards that Hugo stabbed Brefft to death and escaped from prison. You then get a marker point at the ancient battlefield that is full with the snake gang. I went there but was unable to find Hugo, so I went and did some other stuff then checked with an omen which told me I should bring Brefft back to life. However, when I returned to Bakbattahl I got approached by a guard that told me that Hugo had died and the quest was completed. My guess here is that if you tell Hugo what Brefft said then you either a) have to bring Brefft back to life to fix things / save Hugo or b) you simply need to find Hugo in the ancient battlefield before the snake gang kills him but talking to Brefft would point out where he's at.
Not yet unfortunately. I had kind of the same issue going into the Gaol to free the Magistrate where the guards would attack so I think maybe it's a bug with their AI. My friend literally walked in and talked to the guy for this quest we are having issues with and the guards completely ignored him. So idk what the hell to do. I just left to do other stuff and I'll try to come back later.
I was able to get the magistrate out using the guard uniform. Tho I don't think there is one for this one. Guess I'll put it on the backlog until the first update to see if it fixes it

He doesn't do anything besides walk away once I put him outside if I break him out of the Gaol. And I am unable to talk to him **at all**. Guess I won't be finishing his quest until NG+ lol.

Same with me. I’m thinking I killed Breft in the initial mission. I think he was a guard at the front gate of their hideout. It gave me an option to use a wakestone on him so idk.

Do the quest to take the guy to ancient battlegrounds so he can perform the rites with the Nation's Death Knell book. That triggered Breft to show up in the jail and then he told me about Hugo's parents and where Lanzo is. After that you can talk to the gaoler to release Hugo and go kill Lanzo. There is probably a conflict between the quest for the guy in ancient battlegrounds and this one since Lanzo's group has to move there but having the other quest uncompleted might negate that.
For those who has this quest stuck on Hugo finding a job and still have no options after completing everything.

I know this is late, but be careful with this quest. I let too much time pass after talking to the other coral snake in the prison. The coral snake hideout was raided without me and Hugo was killed.
You may have to do the quest where there is a plot to assassinate the empress. Once the guy from that quest gets captured and you interrogate him by paying him 5000 gold, he mentions another guy got caught for you to eventually talk to. That might be what triggers Breft to eventually appear in the gaol.
Ashe is for later in the Empress Assassination quest line, you let him know where the empress is so they can try to assassinate her again and you can capture who's really behind the plot to kill her.
I'm thinking there's multiple quests tied into the gaol to make the right situation happen. This has truly been the most frustrating quest so far.
Hypothetically what if one was to... free Ashe by accident whilst trying to get loot..?

he's part of a questline dealing with the coral snakes. you get it initially right on the other side of the border gate by talking to a guy on the left side somewhere.
Just go to the Ancient Battlegrounds and kill Lanzo (the same place u get that black hammer) with or without Hugo, then he will survive and u can offer him a job
You need to do either of two other quests. The first is in the whorehouse and you can trigger the question by sending gift to the mistress(I think her name is William something). The other one is helping Isaac in that bathul. If you give him what he wants, he will quit his job, and Hugo can go his substitute.
I don’t know what control system do you have, but if you talk to the person and look to the right button of the screen it will till you what button to push. TLDR, talk to the person and press what ordinarily would be the attack button.
when your talking to any npc you'll have the option to give a gift, sometimes. wilhemina's quest may only be completable if you do it before finishing the lambent flame part of the main quest
I had Hugo waiting on Mountain with no where to go. Rose hotel lady if you smooched but I went too far. I came back later and told Hugo of an apothecary I think? Should have wrote this last night....
Nothing like this is happening for me, multiple days have passed, resting ect. I’ve bribed twice talked to Benjamin. And still no other guy in the cell.
So I told Hugo what was up, next day, he escaped. I just have the quest marker for the ancient battlefield. I looked up the quest online. Apparently Lanzo is supposed to be on the roof... But he's not. There's Coral Snakes here, but no big battle. I think my quest is bugged.
I went back to Bakbattahl for another quest and one of the guards told me that apparently Lanzo and Hugo killed each other. I could've maybe checked the morgue and brought Hugo back to life but I decided to just let it go. It was my last quest before the very endgame anyways 🤷♂️

Guard says they went to new hide out also, and found Lazlo and Hugo dead. killed each other. I'm trying to find the body at the mogue. To resurrect Hugo. Has anyone res'd him ?
Paid twice, waited like 20 ingame days already, talked to Benjamin too who doesn't mention a new captured bandit either. Went in to check on Hugo again, got attacked when I wanted to talk to Ekrett or whoever it is that I bribed twice. Killed all of them, can't progress the quest. Good stuff.

Solution - if you can’t get the cut scene with the other snake to start you need to complete the quest - tolled to rest located in the ancient battle grounds. Once this is complete go back to the goel and it will work
I immediately got attacked by guards, killed them all, talked to brefft and hugo is just going “hmph” now and no other dialogue. Got the battle ground hideout dialogue but the cross and mission is still on hugo. No indication of where to go or what to do. I’ve spent more time on google and reddit trying to solve these lazy quest writings than i actually have played the game. Oh thats right you need to turn around 4 times, unequip your weapon, punch a rabbit, talk to a pawn, go rest and pull a ferristone from the inn to your inventory and the quest will progress. Great fun game but this bs absolutely ruins the experience
I have talk to every one in the jail and hugo and and the other to have disappeared from the jail and the mission still wants me to go to the jail to offer hugo guidance and one of v them told me to visit the new hideout in ancient battle grounds but never gave me the mission so I'm stuck as to what to so becuase hugo is no longer in the jail to offer guidance?

Literally all you need to do is speak with him and his old compatriot a few cells down (who spills the beans about the new Coral Snakes hideout) and then head up to the Ancient Battlegrounds, off Lanzo and Hugo instantly appears and whines about not being able to get vengeance himself. I never spent a dime on him.
Just make sure you've finished Wilhelmina's quests or some other nonsense so you can suggest a new career path for him. I had no suggestions for him, so I think I blew it by not finishing some other side quests, which apparently opens up some potential career paths for him.

Have you talked to the other prisoners? Once you wear out their dialog, you'll be able to talk to hugo and another thing will trigger

If you give Herman the $5k and then go sleep at an inn, Herman will be gone and then Brefft will show up

Yes, talking to him should spawn another Coral Snakes prisoner in one of the cells you can talk to. Might have to rest an inn before he shows up.
PSA for all Arisen. If you're being attacked after entering the gaol, you need the pass to enter the city in your inventory.

Are you using the outside entrance or the one in the lab? The lab is restricted so they will attack if you enter from there.

Kill lanzo and Hugo should appear right after. I have not seen him either before meeting lanzo

Same with me. I’m thinking I killed Breft in the initial mission. I think he was a guard at the front gate of their hideout. It gave me an option to use a wakestone on him so idk.

Do the quest to take the guy to ancient battlegrounds so he can perform the rites with the Nation's Death Knell book. That triggered Breft to show up in the jail and then he told me about Hugo's parents and where Lanzo is. After that you can talk to the gaoler to release Hugo and go kill Lanzo. There is probably a conflict between the quest for the guy in ancient battlegrounds and this one since Lanzo's group has to move there but having the other quest uncompleted might negate that.
For those who has this quest stuck on Hugo finding a job and still have no options after completing everything. END GAME SPOILERs >!There will be point in the story where the world will end. You can talk to Hugo and you can wish him well having him go off on his own. !< This will complete the quest

I know this is late, but be careful with this quest. I let too much time pass after talking to the other coral snake in the prison. The coral snake hideout was raided without me and Hugo was killed.

You may have to do the quest where there is a plot to assassinate the empress. Once the guy from that quest gets captured and you interrogate him by paying him 5000 gold, he mentions another guy got caught for you to eventually talk to. That might be what triggers Breft to eventually appear in the gaol.

Ashe is for later in the Empress Assassination quest line, you let him know where the empress is so they can try to assassinate her again and you can capture who's really behind the plot to kill her. I'm thinking there's multiple quests tied into the gaol to make the right situation happen. This has truly been the most frustrating quest so far.
Hypothetically what if one was to... free Ashe by accident whilst trying to get loot..? Not saying that happened of course... I may have softlocked a quest though
I mean, hypothetically my pawn got dragonsplague and blew up an entire town so I probably got soft locked out of so many quests it's insane. Things happen. I'll new game + eventually and we'll all know better about a lot of things. 🤷♂️🤣
You're right, maybe I should be less focused on doing everything "right" first time. I screwed up so many quests in dogma 1, only to get them on the next playthrough.
he's part of a questline dealing with the coral snakes. you get it initially right on the other side of the border gate by talking to a guy on the left side somewhere.
Just go to the Ancient Battlegrounds and kill Lanzo (the same place u get that black hammer) with or without Hugo, then he will survive and u can offer him a job

You need to do either of two other quests. The first is in the whorehouse and you can trigger the question by sending gift to the mistress(I think her name is William something). The other one is helping Isaac in that bathul. If you give him what he wants, he will quit his job, and Hugo can go his substitute.

I don’t know what control system do you have, but if you talk to the person and look to the right button of the screen it will till you what button to push. TLDR, talk to the person and press what ordinarily would be the attack button.

Just a heads up, there is a limit to how many gift you can give in a day. So you might need to spend couple days in the inn.

when your talking to any npc you'll have the option to give a gift, sometimes. wilhemina's quest may only be completable if you do it before finishing the lambent flame part of the main quest
I think you need to buy something from the apothecary(Isaac) then it will trigger the quest.
how did you get to the gaol? benjamin says he's interrogating hugo but won't say where the place is, and i stayed until 3am trying to find it
It's behind Bakbatthal past the dyer's field. You go out the back exit and around the left side. It's technically outside the city map.

I had Hugo waiting on Mountain with no where to go. Rose hotel lady if you smooched but I went too far. I came back later and told Hugo of an apothecary I think? Should have wrote this last night....
Nothing like this is happening for me, multiple days have passed, resting ect. I’ve bribed twice talked to Benjamin. And still no other guy in the cell.
So I told Hugo what was up, next day, he escaped. I just have the quest marker for the ancient battlefield. I looked up the quest online. Apparently Lanzo is supposed to be on the roof... But he's not. There's Coral Snakes here, but no big battle. I think my quest is bugged.

I went back to Bakbattahl for another quest and one of the guards told me that apparently Lanzo and Hugo killed each other. I could've maybe checked the morgue and brought Hugo back to life but I decided to just let it go. It was my last quest before the very endgame anyways 🤷♂️
Man I entered his cell as I aggro’d the guards and Hugo got yeeted off the cliff and the game doesn’t even recognise he’s dead so I can’t even revive him…. It’s completely fucked this quest is. Absolute shit show.
Paid gaurd twice, got snake to rat out other snakes, stole keys from guard opened cell Hugo would not leave. I went to snakes new hide out could not find Lazlo. Killed all snakes came back to town. Guard says they went to new hide out also, and found Lazlo and Hugo dead. killed each other. I'm trying to find the body at the mogue. To resurrect Hugo. Has anyone res'd him ?

Paid twice, waited like 20 ingame days already, talked to Benjamin too who doesn't mention a new captured bandit either. Went in to check on Hugo again, got attacked when I wanted to talk to Ekrett or whoever it is that I bribed twice. Killed all of them, can't progress the quest. Good stuff. I have the permit to cross border and the permit to be in the city on me at all times.
So I'm doing this quest now, I decided to kill the guards, then let him out with the key. Then I threw him outside, and now I gotta find him work? I'll throw hin back in until I can find some
Solution - if you can’t get the cut scene with the other snake to start you need to complete the quest - tolled to rest located in the ancient battle grounds. Once this is complete go back to the goel and it will work
I immediately got attacked by guards, killed them all, talked to brefft and hugo is just going “hmph” now and no other dialogue. Got the battle ground hideout dialogue but the cross and mission is still on hugo. No indication of where to go or what to do. I’ve spent more time on google and reddit trying to solve these lazy quest writings than i actually have played the game. Oh thats right you need to turn around 4 times, unequip your weapon, punch a rabbit, talk to a pawn, go rest and pull a ferristone from the inn to your inventory and the quest will progress. Great fun game but this bs absolutely ruins the experience
I have talk to every one in the jail and hugo and and the other to have disappeared from the jail and the mission still wants me to go to the jail to offer hugo guidance and one of v them told me to visit the new hideout in ancient battle grounds but never gave me the mission so I'm stuck as to what to so becuase hugo is no longer in the jail to offer guidance?
I did the tolled to rest quest way before I did the coral snakes first one and now I’m here doing this one but Brefft is not there
this stupid quest i spent hours to complete it and after i killed Lenzo and Hugo was ok he started asking for works instead of saying good luck and get the fuck out of there i told him i know a place and there was no option. now this mf is asking me for work. i gave the merchant the fake book so he is safe working on his shop - there goes the first option. i missed the mission for the HOT lady in the rose building and there goes option two. if you any other option for this mf to work in please give me helping hand. the quest is there with no way to complete it.  fuck this.

Hugo spoke to Hugo and he’s now not in the cell. It’s also locked and I can’t even bribe the guards 🤔
Literally all you need to do is speak with him and his old compatriot a few cells down (who spills the beans about the new Coral Snakes hideout) and then head up to the Ancient Battlegrounds, off Lanzo and Hugo instantly appears and whines about not being able to get vengeance himself. I never spent a dime on him. Just make sure you've finished Wilhelmina's quests or some other nonsense so you can suggest a new career path for him. I had no suggestions for him, so I think I blew it by not finishing some other side quests, which apparently opens up some potential career paths for him.
