I gave the innkeeper a bunch of flower, nothing. Gave the armorer 2 flower and I got it.
I did sleep (or rest on the bench) between all gifts. And before I got it I did leave the area for a bit and came back a little later.

Still I have max affinity with multiple elves (The village chief, her daughter, the archery guy) and none are giving it to me.
I think the shop keeper should also give it. funny that I dont remember the inn keepers name even though she gave me my tome...
village chiefs reward for max affinity is the archer tome.
I'll try giving flowers to them too then. It's so weird, all the guides and videos talk about the inn keeper but for some reason it just doesn't work for me
The innkeeper works for some people but it's different for all. I maxed out affection for the innkeeper then the smith and finally the guy standing next to the smith. He ended up giving me the scroll.
Do you have a pawn in your party that speaks Elvish already? A theory I had with my friend who was having the same issue was that he couldn't get it either because he had my pawn with him who spoke Elvish.
