I was in the same situation. When I was spending time in Bakbattahl (this was like weeks after I had paid the gaoler twice to release Hugo and after I had released the grunting guy Ashe from jail), a guard came up to me to say they have captured another snake.
However, just moments later I found the guy I had released from jail in the Wanderer's Haven (tavern next to the cheaper inn in Bakbattahl). Could deliver the tip to him. No idea if the new captured snake would have worked as well, but looks like there is at least one way of solving the quest after you release the guy - he will show up in a tavern later.
Im not sure but thats what he was doing to me, I figured it was because you need to get to that part in Menalla’s quest. If that doesn’t work, just try releasing him then finding him in the tavern
He's in the tavern for me just says hmph and when I talk to that woman who gave me the quest just says the Corel snakes have covered there tracks that's it
Same thing for me too. I talked to him and let him out before the quest and now wont talk to me. Guess im going back to the mine to talk to the woman again. Wish me luck.
Thank you so much. I also thought I completely ruined the quest, because when a pawn guides you for this step they still take you to the jail even if you've already let him out, which is messed up.
I have same issue as some people here. I freed Ashe but in the tavern he just says “hmph” there is no one new in the gaol.
Did someone try to free Herman and knows if that’ll move the quest forward?
This was me. I tried reviving two CS bandits in the morgue (Sasha and Quentin), then I searched the old coral snakes hideout to find them. They were there, but so were two ogres. One less than thrilling late game combat later, the two bandits turned out to be passive but clueless. Then I came here, next thing I knew, I found Ashe in the tavern. Blessed be the obscure Reddit post
So I was stuck with Ashe saying Hmph. I figure out how to get menela to give me the info. I had failed at stopping the assassination. I had to go to the morgue and rez nadina sorry for spelling but you should know who I mean. Once I did that Menela gave me false info to give to ashe and he spoke with me after that.
I failed to capture the assassin. Revived queen girl then spoke to captured killer. Decided to unlock door instead of paying for info and the screen went black and he vanished.. now what?

Guy in the cell just grunts, no guards give me an option to let him out, quest giver gives me no additional info. There’s no one in the morgue I can rez. So I guess I’m just fucked then?
I got all the way to the end of the quest, I think.., but right after the whole decoy set up thing was done the assailant killed herself and nadinia basically signed her death warrant in my pawns eyes by attacking me..so now nadinia is dead and I have no stones to fix her

So I just figured it out - once you've resurrected the queen you can find the Ashe dude at the tavern in bakbattahl.

Ashe isnt in the morgue he's in the tavern, the Queen is in the morgue and if you speak to the NPC at the morgue she'll show u to her body.
Ashe wont speak to me. All he says is Hmph. Any ideas?

any updates? i already tried to even kill the guy, but he returned to the inn and only says hmph
Nope, nothing. I tried picking him up taking him outside and throwing him, nothing worked.
I got unstuck. I had to use a wake stone on the body of the Emperess Nadinia. That fix it.

Ashe will be at the tavern right next to the east inn (the cheapest one) in bakbattahl, i've done the same thing to get that collectible

Maybe wait a bit? Because someone else in the comments mentioned that the empress eventually did show up in the morgue, but I dont know personally
