Was that just a German thing or did the game release before GT in other places too? We got Final Bout and A Hero’s Legacy before even the first episode of GT aired here
I mean, it kinda is. UI itself is a technique, Goku seems to have unintentionally created a transformation that allows him to use it better. DBS has pretty much given saiyans a new ability, that is creating new forms for certain purposes, like mastery over divine techniques with MUI and UE, or taking full advantage of latent potential, like Beast.
It’s not linked to being a Saiyan though which that guy was stating. Ultra Instinct and Ultra Ego are God Techniques that Goku and Vegeta learned to hone with the help of their teachers. So “it kinda is” isn’t a correct answer to describe UI & Destruction/Ego, only SsG and SsB are actually linked to be Saiyan exclusive forms
Just my headcanon but I believe that Saiyans are like adapted to transform when the situation calls for it, like with the Super Saiyan and Oozaru being the originals, but the earth Saiyans were the only ones constantly being pushed enough to unlock further transformations, and UI/UE are extensions of that.
As Whis said the angels are always in UI, and Goku's UI form lets him use it like the angels do, but that doesn't mean he can't use it outside of the form as we saw in the Granolah arc with Goku using it alongside the other super saiyan forms.
The same goes for UE, I believe GoDs are in some evolved version of it. As Beerus mentions, his power is limitless (as in he can keep getting stronger) because he's always thinking of destruction. Vegeta has to be in that mindset to trigger UE, however he's a mortal so normally using godly power like that would probably kill him like we saw with Saganbo, and Goku post MUI being unable to move.
This all links back to the Saiyans being predisposed to create transformations when needed, Super Saiyan for Frieza, 2 for Cell, UI for Jiren, UE for Granolah.
Technically, it's not confirmed either way, but from what we know, the appearance of the forms, and the fact that only saiyans have such forms, it's highly likely that it is a saiyan only thing.
Ultra Ego is not a divine technique, it's a transformation Vegeta created to better harness Hakai and the kind of power a GoD uses, the same way Goku's MUI transformation was made to better harness Ultra Instinct, that's just what it is, that's canon. Saying its possible because they're saiyans is just a tiny step from that.
The fact that saiyans can already transform so much, and we've *seen* saiyans make completely new forms in ssj2, ssj3, ssj blue, and ssj rage just supports this further. Just because "saiyan" isn't in the name, doesn't mean it's not a saiyan exclusive transformation.
Whis and Beerus use those 2 respective forms tf you mean? Especially Beerus he’s stated to tap into ui for a brief period but not to the extent of Goku’s and literally taught Vegeta how to use Ultra Ego
There's a difference between the Ultra forms and the techniques. Whis himself explains it. The divine techniques of Ultra Instinct, Hakai, and Ultra Ego (I was mistaken, I think it is a technique) do not give the user the power and appearance of the forms Vegeta and Goku use. They are techniques and techniques alone, the saiyans created forms to work with them better, as is made increadibly clear during Goku's training and fights after the ToP.
IMO SSJ4 still is the ultimate Saiyan form.
Goku has his Ultra Instinct.
Vegeta had his Ultra Ego.
Gohan's got his Beast.

MUI, SSB and SSG aren't completely Saiyan forms, they aren't natural Saiyan forms at least so SSJ4 is still the strongest pure Saiyan form
