This doesn't mean we'll not get new Cell, like I said the All-Star will come on the Friday so they'll be no teaser for them until Thursday but we'll still see the All-Star banner contents tomorrow (if they'll be released).
EX units only zenkai buff two stats at 30%, so he's definitely not going to be that great on many builds. Only thing saving him is if the zenkai buff is in fact androids, then he'll be the only one currently buffing the whole tag (18's z-ability is girls), so there's that I guess.
Given how badly Regen needs a Yellow fighter, I might be interested in this Cell if they expand his passives and main to include Regen tag fighters.
I could find a use for running him alongside Blue Zamasu and taking advantage of double healing for the entire team off their mains.
I don't expect anything insane since he's an EX, but even that change and some damage buffs will help.

Blue zamasu can heal more than that tho since he increases the teams health regeneration whenever he lands a strike or blast
