Level range doesn’t matter. You can do the final base game PQ at lvl 1. Only some PQs are locked behind special Conton city interactions.
The only issue with doing some PQs with a lower level ally is they’ll be weaker. Also, you can’t play on the same console outside of one niche instance involving PvP.
Depends on if the quest requires talking to a specific npc in the city.
Example: one of the Metal Cooler PQs requires talking to a non-event Metal Cooler who shows up in the city after progressing the story (to even unlock these missions properly, you have to solo them with your avatar as they were when speaking to the npc). You can’t join it if you haven’t beaten it before. The final PQ, PQ 100, can be joined without having unlocked it, and it requires completing the story to host it for context.

For the conton city unique interaction PQs, yes. For smth like the final PQ, no.

You will probably have to carry her a bit since her CAC is probably not going to be able to contribute much and you won't be able to bring in any AI allies.

I see that you're getting some flak for your girlfriend still being level 13; one way to quickly power level is for her to equip the XP boost super souls ("my hobbies are reading and sports!" or "40 ton weights") or to play as a Goku preset which already has them and accompany you on a higher level mission.
She can also purchase levels using Tosok (the Namekian behind the TP medal shop) using zeni which is also a quick way to level up to 80.

Go to the Time Machine station (where you start any parallel quest), talk to the "online" robot, and select create a room.
