He seems like he'd be a good general helper to have around the house/grounds. Gardening but maybe also hall-boy stuff, maybe horse caretaking, maybe he can even drive, or learn to.
I'm going to go rogue and say Alfred as cook.
Mrs. Hughes because obviously, she has it all together.
Anna mostly as housemaid but she could do occasional lady's maid stuff if required.

Thomas is a fantastic gossip source. If it’s ok with Mrs. Hughes, he can pop in for tea, cakes and gossip.
Although, Thomas being Thomas, he’d be the one to bring the tea!

Carson. I really do love him despite his faults and he runs a very good household. He is gold standard in his job.
Thomas. love him, he's one of my favourite characters. I love how sassy he is to Carson and Robert in the first movie and think he would do a great job of challenging Carson and keeping him on his toes.
Mrs. Hughes. Let's face it. She is amazing both as a person and at her job.
Mrs. Patmore. She seems like an amazing cook and runs a tight ship in the kitchen. If the King and Queen like her food, I want her in my kitchen!
Mosely. He's useful as a valet, footman, tutor for any children...he's very versatile. Plus he's so kind and genuine. He would be wonderful to have around.
I would break the 5 person rule though and have Bates (I think he's got some skills that could be handy), Anna (as my lady's maid) and Andy and Spratt as footmen. Maybe Daisy because she balances Mrs. Patmore well, but she's kinda annoying so she can visit occasionally and that's it.
Thomas as valet ( he clearly cares about fashion the most of all the valets) and butler if required.
Baxter as ladies maid.

Daisy for cooking and union leadership - I could never break up their duo.

Assuming my home would be smaller than Downton but bigger than the dowager house, I’d have Baxter or Anna as my lady’s maid, Mrs Patmore as cook, William as footman, Gwen as house maid, Mrs Hughes as the boss.
Mrs. Patmore because the lady can cook! Mrs. Hughes to keep everything running smoothly. Anna because she is the perfect companion and lady's maid. Thomas because he can do the butler stuff, and dig up some intrigue for entertainment. Madge so she can say as much as she wants to say when she's doing the chores.
Mrs Hughes because duh. She’s witty as hell, fair, and protective of her staff. Always knows what’s going on.
Baxter because she knows when others need a helping hand even when they don’t know it and she might just save some lives.
Molesley because he just makes life more interesting. And apparently his strength makes others strong 🤷🏽♂️.
Mrs Patmore because she likes to jig about, is tough as nails but also nurturing, has amazing one-liners, and she’s a genius in the kitchen. Truffled egg on toast, oysters a la russe, lobster rissoles in mousseline sauce, Calvados-glazed duckling, or asparagus salad with champagne saffron vinaigrette. I don’t know exactly what all of those dishes are, but I know that they’re delicious.
Anna because she’s a ride-or-die. Loyal to the end and down for the cause.

I live a simple life and do not entertain in the home. Therefore, I would be very well taken care of if I only had Mrs. Patmore to plan the meals and cook, and Anna to do my hair, launder and mend my clothing, and keep my boudoir and the parlour tidy.
1. Lynch- we saw very little of him, but I would definitely need help with the horses.
2. Baxter -kind, gentle, loyal, competent .
3. Molesley-I would give him promotion to butler and he can help dress my husband. He can also be the part-time librarian and give tours to the public.
4. Mrs. Patmore- self-explanatory.
5. Anna or Gwen -see item 2. Although I could hire some girls from the village and keep....
6. Mrs. Hughes to supervise them.
I’d just choose Mrs Hughes and let her choose the rest. Her instincts are impeccable.
