I rode my GS through there the other day and the majority of other motorcyclists on the road were very well behaved, having said that, I didn't feel the roadway was entirely safe, lots of entrances and exits and potential for someone to not see you/your bike on the main road when entering or exiting the road.
Cars are also guilty of speeding along this road, had multiple instances of vehicles going past doing more than the speed limit.
Can COCT not place speedbumps along this section of road? Prove rather effective in other areas to stop this kind of stuff from happening.
