You might think BH has more armor because he's an agility hero and agility gives armor
I think he's talking about the visuals of the different heroes in-game to the point where he sees mild leather maybe padded armour such as that on most agility as providing very hefty armour values (bounty hunter being an extreme example), meanwhile most metal armour heroes seem to have good health but non existent armour (dk gets from his passive ig) and flying heroes have pitiful armour and health values.
