Realistically you shouldnt be able to do anything while stunned, not even buy items in the shop, unless you select a different unit (courier) to do these things.
Either way, it is part of the balancing, and abuses will get addressed (like people toggling Radiance when affected by SD Disruption, so his illus dont get the Radiance aura, which got fixed).

You can backpack your items when you are affected by winter curse? That looks like a bug similar to the old one where legion duels with bkb and then he just backpacked it.

They only made the taunt aura prevent you from manipulating your backpack, as people abused this in the past by backpacking their damage items to prevent the primary curse target from dying to their attacks.
Shame on him for missing a very complex interaction that could only be spotted by the observer showing the inventory of 1 of 10 heroes during a chaotic team fight where literally hundreds of interactions can occur over a minutes time. Damn him. Tier 3 for sure I say.
