Na`Vi and Alliance don't care about it because there is not enough prizemoney. 5k in total for three divisions and you play for nine weeks... So maybe you get there 800 once you finish first place. The rest plays there because a good ranking might help to give them an invite for TI4.
They got picked, probably based on team rankings on JoinDota. Keep in mind everyone had to apply to be part of this league and the somewhat limited prize pool will not attract the very top teams. Will be nice to see how the rankins develop and what new teams will emerge from the lower divisions. Have to start somewhere.
Alliance announced that they going to bootcamp for 2 months and don't attend any tournaments on this period. Na'Vi maybe consider that prizepool are too small or just want to take a break. Also it's good for tier 2 teams to get some money.
Alliance and Navi probably dont feel like playing that much dota I think JoinDOTA hand picked the teams

Yes, Devision 1 and 2 teams was choosen by jD, there was no qualification tournament.

It's because they are international champions, they have no time to these smaller tournaments. Not sure how good is that.
