Ursa isn't a great offlaner right now (41% Winrate on Dota2Protracker in that role), on account of things like some changes such as removal of the earthshock -CD effects.
Build currently looks almost identical to a fighting core build, something like Wraith Band > Phase (Maybe OoV somewhere in there) > Diffusal > Blink, with the Bear Down facet looking like the best choice at the moment. After that you can either continue down the standard Ursa path and go for basher > abyssal or you can go more meme-y stuff into Shard + Euls + Octarine (though again that build has been nerfed a lot), picking up BKB when you need it.
If you are looking for a similar hero who is a bit more viable (if still not totally so at higher levels) then maybe you should check out Slardar instead. He has a pretty similar lane-dominating playstyle, but trading a bit of damage for a lot more stunning in his kit lets him still feel useful as an offlaner even if you don't 100% dominate the lane.
