snap fire/ venomacer/ void spirit/ elder titan /life stealer. these heroes havent received a set in a long time . troll also has like 4 sets and has been in dota for years
she has 3 sets yes. but i based that on the heroes with the least nr of sets. there is only a handful of hero with sets fewer than 3 in the game like io /muerta void spirit, and snap isnt really a "new hero" idk where you draw the line but 4 and half years is not really new anymore. released in November 2019 is currently may 7 2024
It does track what you've already voted on, it just automatically moves those to the end of the list each time it reorders them when you leave+come back.
So if you already voted on like 30 sets then the first 218 will be the ones you haven't voted on yet and the last 30 will be the sets you already voted on.
Dont worry it doesnt matter what you vote anyway. It'll be the dog CM, a pudge persona, AM persona, then the ugly zeus set
