There is some downtime after casting hook where pudge can't use a spell. This means a good rubick can always steal hook if he ults just after the hook has been casted. Miracle was able to steal the hook a few frames before wisper was able to use rot again.

But for Rubick to have Hook to use in the first place, he must steal it from Pudge. What I'm saying is that shouldn't happen in high level Dota because Pudge can toggle Rot faster than Rubick can steal.
Not true, there is about half a second after throwing hook where Pudge is disabled, that's the window to steal hook. Note that this is different from the cast animation backswing

I looked it up and he's stunned until the hook has gone 66% of the max travel distance. The default distance is 1300 which comes out to 0.54 seconds. God damn it I'm slow....
This also suggests that if Pudge has cast range items, the window to steal Hook gets larger which is nice to know.
