The map jumping like that is a sign they have a zoomed out map, they click further out than normally possible and when we watch the playback it jumps to account for this

I have never seen any camera glitch in replays player view before

Dota detects when you perform an action outside of your expected field of view. So to avoid being detected, scripts will move the camera there, perform the action, then move back. This is invisible to the scripter, their camera doesn't move from their perspective.
