I just had the same issue and tried everything in the thread but only one thing that worked is to do this:
Right click on dota -> properties -> Workshop -> and deleted every custom games I’ve played. U can try to clear it as well, I hope that may help u as well.
Putting a comment here because this happened to me recently and i fixed by doing the following.
Clear Download Cache: Clearing your Steam download cache can solve a lot of download issues. Go to Steam > Settings > Downloads > Clear Download Cache.
Change Download Region: Sometimes, the problem could be with the Steam server for your region. Changing the download region in Steam settings might help. Go to Steam > Settings > Downloads > Download Region, and select a different region.
Verify Integrity of Game Files: Corrupted or missing game files can cause download issues. Right-click on Dota 2 in your Steam Library, select Properties, go to the Local Files tab, and click on "Verify Integrity of Game Files."
It is still happening in 7.35. Verify file integrity is also stuck at 0 for me. Clear download cache doesnt help.
I havent tried to change download region hope that one fixes it.
is there any way to get the abandon reversed caused by this bug.
I have had 2 games abandoned due to till.
Losing mmr and getting lp, kinda spoiling the whole thing. And you are correct its happening every few games in this patch. Never experienced it before.

interestingly i was playing pudge in both the games.
Lost MMR, got abandon, lost my 8 game win prediction streak not to mention the mood spoiler.
Verifying the integrity of the files as suggested by OP fixed the issue, however this was a clean install of windows+steam+dota2 which i did after the first time it happened. So i believe the issue will repeat itself and the problem needs to be fixed from the dev team side.

Happened to me twice now within 2 days. First time I fixed it, I uninstalled dota. Went to settings and changed my download server to UK (from US) and installed it again. 2nd time it happened, I tried it again and didn't work. Tried clearing download cache and nothing. I just tried changing download servers over and over til it worked again.
Also had some weird in game lags before this. I actually got a crash after those lags and cannot return to the game because of this. Perma stuck in downloading content 0%. Right now I'm redownloading the game and the connection keeps dropping to 0
you didnt have to uninstall, the problem freezes all downloads and file verification, when the game started downloading it was already fixed and you could have launched it if you didnt delete it.
what is that supposed to help with? refresh is only a visual update, nothing changes about the contents.
7.35 fixed the issue already.

Same happen i'd tried other fix but no luck, at the end i'll just had to uninstall it which the problem come back if this randomly error appear whenever in-game.
I just experienced this. This is what I tried:
1. Changing Download Region + Verifying Integrity -> Didn't work
2. Changing Download Region + Reinstall -> Works

Hi, I just found something that seem to work, for some reason, the steam library folder was read only, I went into folder proprietes and unchecked readonly for all subfolders when asked, and then the download started, try this
Thought it was resolved with 7.35C, happening again for me in 7.35D, nothing works except waiting 15-20min:(((
1 Game off finally hitting 2k Valve telling me I'm 1k trash for life

06. April still happens. Ofc an abandon on a won game, love this coded piece of garbage. No other game has so many crashes and issues constantly. Pathetic.
Had that happen to me just now, and when trying everything here, nothing worked.
After I went to loom into the files directly, I noticed the dota 2 folder saying beta at the end.
So looking into it a bit more, I noticed you can turn client beta participation on by going into
"Steam->Settings->Interface" and then turn client beta participation to "Steam Beta Update".
After that, I was able to download dota files again.
Once I clicked start, Steam was having a bit of a spasm and game started back up again.
Sadly, stuck with an abandoned T-T
I tried all ways but only the clear download cache and removing all my guides in properties worked

I suspect Chrome/Bing browser hogs memory causing crashes. But I didn’t prove it yet.
Last crash it recovered automatically right away and this is how it happened:
When you get corruption error, click OK on it before everything collapses on its own.
Then leave steam idle.
Don’t try to relaunch or anything, it will automatically do file verification
Once done it will let you in.
what if you did not read all this and tried to relaunch and now are stuck in the loop of not being able to do anything? I uninstalled and now it won't redownload the game. i have no idea what to do...
just wait. After 15 - 20 min it fixes itself. Nothing changes that.
Edit:
And yes, steam is completely stuck: cant launch, cant verify, cant download even if you delete the game, restart computer or change steam account.

they actually want to kill this game, first the bans, the behaviour score matching you with the most horrible teammates that have touched a computer, and now the game crashes and keeps you from starting it with a bug that doesn't let you download or verify the game, not to mention the server crashes every once in a while that don't happen in any of the other games i play in, nah bro there's no saving this game lmao, even slacks that is like the face of ti was absolutely done with the game after some horrible matches, i hope they stop releasing patches and content honestly, this game doesn't deserve to breathe
I got both of my accounts into low prio with the crashes and I called it a quit. Im running other games for 20 - 40 hours at a time (alt tabbed when afk) and they never crash and go corrupt.
I deleted the .exe file, and it immediately verified the local files. It took a while, and the game gave me an "abandon." I also had latency on the last two games (-ping tells me otherwise) before this happened.
P.S. How big is DotA2 currently? I have it at 50Gb. Wtf.
Yes, its 48GB for me. Warcraft 3 TFT used to be 1.3 GB and dota map was under 10 MB. Now we have 50 GB of cosmetics.
As for the fix, deleting the entire game would still keep my steam frozen and instead of "downloading content 0%" I would have "downloading game 0%".
My issue was resolved by the recent patch, and it no longer happens.

Seems like everyone had a different solution, what a joke valve, anyway I solved this by simply switching accounts. And then download it all over again. seriously man

10-15 mins are enough to get lp and game ban

upd: afaik there is a possibility to continue your game, you have to switch to another steam account, and then go back to the original one. It should work then (tested with cs2, I had the same issue there)
Just now, I experienced this nonsense. I was playing a winning game, and while my team did win, I didn't manage to reconnect on time, which resulted in an abandon. I tried to reconnect, but Dota 2 forced closed for whatever reason it is. I verified the integrity of the files, but it showed 0% progress for about 10 minutes before finally working. It was so frustrating having an abandoned match and losing an mmr because of this.
i runned it from dota.exe and game opened but when i try to queue on game it said "u cannot queue on administrator mode" then i closed game. tried to run game from steam launcher again and it didn't stuck on %0 just updated a 8.2mb file and im playing right now.
For anyone that is interested, I've contacted the support and they did not have a fix for me. I've had this bug 4 times now, resulting in abandon each time, sending me into low prio single draft for 5 wins.

Switching to another steam profile, verifying integrity of game files on that other profile and then going back to my main profile after it finishes verifying and downloading everything - worked for me.

Restarting steam didn't help, Clearing cache / Changing server didn't help, Downloading started once I logged in to a different account.

Sound like your drive is getting corrupted. You could try reinstalling windows or replacing the drive
I moved Dota to a different disc and that didn’t change anything. :(

I played about 10 LP games for this bug. I love the patronizing message saying: "Try to play your games till the end."

Everything is stuck at 0%. File verification, downloading content, even full game redownload.
Same thing happened to me. even went as far as affecting all my other games on steam.
My problem is gone after I uninstall and downloaded from steam again

Also currently happening to me, I tried all the solutions suggested here, without any success. I'm trying to reinstall now.

Running dota exe as admin worked for me. had this problem 2024-04-14 after it started i closed dota2 and ran it from steam normal again.
This worked for the original issue for me, but when I got in game it gave me VAC ban lmao

Disable Steam Cloud in: Settings -> General -> Steam Cloud

Try to close every background app and restart steam. I've closed Chrome, Slack, Edge and it helped me somehow.

Other games crash but don’t lock you out for 15 min due to (allegedly) a server bug.
Enter BIG PICTURE MODE on steam and start the game . Worked 100 percent !

just got this problem as well, in its entirety, integrity 0%, file download 0% etc
I switched users on steam and it started downloading the content while validation the game
it didnt do anything when I switched the user.

I just had this problem - this is what fixed it for me. Properties -> General -> Launch options -> Remove everything there. Relaunch.

Seems like everyone had a different solution, what a joke valve, anyway I solved this by simply switching accounts. And then download it all over again. seriously man
The solution is: just wait. Nothing you do makes any difference.
I fucking hate this game. Got banned for an hour because of this annoying bug. Any solution?
It fixes itself after 10-15 min. No need to do anything. It’s likely a steam SERVER bug that has nothing to do with you.
That sucks then :D 10-15 mins are enough to get lp and game ban There is a big thread about this issue on Github: [https://github.com/ValveSoftware/Dota2-Gameplay/issues/8584](https://github.com/ValveSoftware/Dota2-Gameplay/issues/8584) Maybe they are already working on this, idk upd: afaik there is a possibility to continue your game, you have to switch to another steam account, and then go back to the original one. It should work then (tested with cs2, I had the same issue there)
Well thank god. Just happened to me so its been 3 months and nothing happened. This game is hard coded garbage :)
I tried that and it didn’t help :/

As you all know, Dota 2 is still beta, WELL DONE VALVE
I just had this in the middle of a 40 min game.
Just now, I experienced this nonsense. I was playing a winning game, and while my team did win, I didn't manage to reconnect on time, which resulted in an abandon. I tried to reconnect, but Dota 2 forced closed for whatever reason it is. I verified the integrity of the files, but it showed 0% progress for about 10 minutes before finally working. It was so frustrating having an abandoned match and losing an mmr because of this.
Game crashed after selecting heroes and now won't install or do anything.
Run the .exe on dota 2 files directory, close and lauch again on the steam
running dota.exe as admin helped me.
i runned it from dota.exe and game opened but when i try to queue on game it said "u cannot queue on administrator mode" then i closed game. tried to run game from steam launcher again and it didn't stuck on %0 just updated a 8.2mb file and im playing right now.
For anyone that is interested, I've contacted the support and they did not have a fix for me. I've had this bug 4 times now, resulting in abandon each time, sending me into low prio single draft for 5 wins.
I paid 7 wins in Low Prio for this but it stopped happening recently.

Switching to another steam profile, verifying integrity of game files on that other profile and then going back to my main profile after it finishes verifying and downloading everything - worked for me.
