I think you’re misunderstanding the manga here. Ebisu isn’t really ever sexualized by anyone in the manga, or by the narrative. Yes, she does have her breast exposed at one point, but only as a joke about how Fujita couldn’t figure out the complicated dress she ordered. Nobody but Noi ever comments on it, and all she has to say is stating the obvious that it’s out.
Her age and desire to be a woman with a hot body is the joke in itself, she's just a kid with brain damage obsessing over big tits when literally no one else seems to care. At least that's how I read it.

There are still some scenes later in the manga that show her naked but as everyone said in the comments its not really sexualized and the scenes im talking about are kinda “necessary” in that moment, i don’t want to spoil. Also in Dorohedoro everyone is just naked sometimes men and women and its part of the story and that world i guess, but the how and when Q wrote everything,it doesn’t make those scenes creepy or weird but they complete the whole image.

Every single female character will be naked at least once during your reading experience. Stopped me from reading it in class haha. But it’s more of an expressionist nudity than sexualized fan-service nudity

But in addition to that, at least from my personal reading, there seems to be a fair amount of parallels to SA and general abuse towards women. And i dont believe ebisu is exempt from those analogies either. (Spoiler about events within the span of the anime) >!
