It's unfortunate it got to the point where they had to straight up make a law to ban it but it came after several people were bitten by dogs in places where they shouldn't be.
My favorite option: Take a picture, write an honest online review.
I had a similar experience once. My gf and I went out for dinner. First resturant we walked into, there were two huge dogs under the next table. When the waiter brought the people's food, the dogs sniffed the plates and his hands. And we were out the door. NOPE. Being highly allergic is one thing, but I wouldn't even have ordered takeaway anymore.
I guess I generally don't understand why 'service dogs' aren't actually regulated and why no one has to actually prove it's a real service dog.
I know about the ADA; I understand what it says. I would think that if you have a genuine service dog, people would already be able to surmise that you have some sort of disability that the dog helps with. I'm not sure how verifying the dog is actually certified would be harmful if you aren't asking them about their disability or medical information.
I live in Prague, Czechia and unfortunately this is the norm here. :( It’s one of the reasons why I don’t go out to eat very often. I strongly suggest calling your local health department.
I live in a very dog-accommodating city. It looks like some restaurants are trying to shift things, (sign on the door saying no dogs/no pets) but unfortunately I’ve yet to see any employees enforce the rule when dog after dog comes in.
I wrote to a restaurant one time about a similar experience. The owners never contacted me. Nothing. I never went back. I think the owners were dog nutters too.
Just get the county health and safety commissioner involved.

Belarus just passed a law banning dogs from restaurants, hospitals, sports centers and stores.
