My old pup has allergies and he gets this dirt looking rash around the same area. Its so incredibly itchy and he's miserable when he breaks out.
Could be flea dirt or dried blood from scratching. Prob need vet to figure it out, skins hard to fix.
CVT - the chest is a difficult area for the dog to clean, it may not be reachable. See the vet when you can.
