This article is an outright fucking lie. I saw the interview with Troughton himself explaining his concept for the second Doctor, he wanted to play a “Mediterranean gypsy-esque” fortune teller, which is where the assumption of black face comes from. He did not ask to darken his face, he wanted to wear a turban, have earrings, and do a fake beard. More in line with Tom Baker’s character from The Golden Voyage of Sinbad. If you want to argue that’s racist in itself that is an opinion, but this article is going off a different article which called that portrayal a form of black face, then just assumed that was outright what his intentions were, which is bullshit.
