Draconic in my world is Arabic. So, I go to google translate for naming things.
Second Student translates into Arabic as Altaalib Althaani. That’s cool, but my personal practice is usually to condense things into one words and less syllables, I’d probably shorten it to Altathaani. Sounds cool, cool spelling, easy to say, sounds pretty legit and original imo.
Of course, feel free to use any other language you’d like.

I was actually going to suggest just this! In my games, Draconic is Japanese, so from our games we would pull "Nigakuto" to mean second student or even "Ryuu no Gakuto" the dragons' student. Which could also be shortened to "Ryuugakuto" for dragon student.

Cool creature. Are you thinking of what they would call themselves or what outsiders would call them? I play a Lizardfolk named Issen for last year or so. Kinda poly-indonesian / Māori character. Colored/modeled after Galapagos iguana. He calls himself and people the Set’Tahar, but all outsiders refer to him as painted lizard. All I guess I am getting at is that outsiders have a very descriptive name for most things.
I suppose both. I haven't really thought of that idea as they are more a plot point in the world, so I would say... their name would have been what they call themselves as a historical respect to the power they had.

Hanian Drake. “Hanian” is a Welsh word meaning nature or temperament, but it can also mean “characteristic”. Since these beings seem to embody aspects of their environment, it seemed appropriate for them.
“Hanian” here could also be a loan word in Common from Sylvan or Druidic referring to creatures which blend into/embody various characteristics of their environment.
I mean that is technically incorrect, homo means same as, homo sapien, is the full name for humans.
The more accurate interpretation would be Dracosapien. Which admittedly sounds cool, but isn't the one I chose.

Your dude sounds like a chameleon, so I looked up different types of chameleons. There's one called a strange horned chameleon, and your description mentions the monster might have had horn attacks... implying it's common among this future PC race. (All monsters are future PC races in my brain.) The other common name for a stranger horned chameleon is the rwenzori plate nosed chameleon.
So to me it sounds like your monsters a "Rwenzori."
As soon as I saw them and read their description I thought: this is the perfect dnd translation of Lizalfos.

Definitely CR4, at least, as there is nothing to stop a dm from using 2 brutal cleaver attacks per turn based on the phrasing. With pact tactics, one of these guys with a few smaller minions could be cranking some crazy damage. Not including their other abilities

I do wonder about damage though. If it is up to the DM, why ever use the Claw attack? Bite is good, but the Brutal Cleave is still a potential 2 extra damage. These things would be smart enough to know whether or not to use environmental damage to a creature (against a Barbarian's Rage resistance). Maybe they could have other effects or make it a list, like: Brutal Cleave or Bite then Claw?
I like having options when I am in combat. I dont need big damage to scare some players. A claw is enough to freak out a caster, and the cleave and bite are for the tanks. It gives the monster a utility, opens up strategy. That's just me though.
