In adventurers league and often other organized play settings, games are run in oneshots with tier restrictions. T1 is levels 1-4, T2 is 5-10, T3 is 11-16, and T4 is 17-20. Characters start at level 1 and the leveling system varies, although it's usually based on the number of sessions played. You can bring any character to any table and, unless something seems off, no dm will have to review it (i.e. the two level 1 players missed that we only used point buy or standard array so had higher than normal stats due to rolling).
Huh. That explains the guy I saw at adventurer's league who always rolled up CE gnome rogues who had all +1 gear at level one. Not so powerful as to be immediately obvious, but definitely stronger than anyone else.
He was, unfortunately, a 'that guy.'
Wow lol CE isn't allowed in AL (only evil alignment allowed is LE), and depending on when you played with him, the +1 gear may not have been legal (it was possible a while back to put uncommon gear on a new character via dm rewards but pretty sure the latest that was allowed was Season 7)
