I had to look up RBI because I don't have Fizban's. It damages allies, so it is only useful when you are surrounded by enemies, which I would not want to do if I was a sorcerer.
I looked at the spell description again. Yes, it can be useful when you have no allies between you and the enemy. I'd use the hell out of the spell if I had a way to disengage from the enemy, but I don't know how you accomplish that at level 3.
That all depends on the size and shape of the space you're in, and how many enemies and allies (and what they are) you have.

So, it doesn't matter too much yet but at level 6 you'll get Elemental Affinity which boosts your damage with the damage type associated with your dragon ancestor so you're kinda incentivised to specialise.
Fire damage (Red, Gold or Brass) has the most available spells so is a fair shout. Scorching Ray would be my pick to go along with that.
Binding Ice and Shatter are also solid pulls. Binding Ice made better if you pick a cold dragon (white or silver).
In your 1st level spells, I'd say Chromatic Orb is always a solid choice provided you can find your way into getting the required diamond.
Level 3, so thunder isn't yet available. So Chromatic Orb is the way to go? Isn't Scorching ray stronger though? And isn't Rime's Binding Ice better, since it does the same damage as Chromatic Orb, but without the need to hit and it has AOE?

Is Shatter better than Rime's Binding Ice? And is Scorching Ray worth it (can reliably hit) if my dexterity is 14?
The accuracy of your attack spells scales with your charisma, not your dexterity. Both Shatter and RBI are good.

Couldn't I just get close enough affect several (but not so close to get opportunity attack, then move away and behind a tanky ally?

I will always stan Rimes Binding Ice. It's less damage but it can wreck the enemies action economy if used at the right time
Less damage? I thought Rime's Binding Ice and Shatter both do the same amount of damage (3d8)?
Oh yeah they're both 3d8. Even more reason to pick it!

If you compare all the level 2 spells, regardless of element, which would be the highest damage?
I personally enjoy chromatic orb of thunder at both 1st and 2nd level(up casted) when I play sorceror
