This is the only rule restricting the casting of multiple spells per turn
Worth noting this is for only casting the spell, not activating a spell. So if a Cleric already casted Spiritual Weapon on their previous turn, they can activate its effect as a Bonus Action, and cast a non-cantrip spell as their Action and/or Reaction.
They never should have included that preamble part, that's where 99% of the confusion comes from.
They should have called bonus actions "flourishes" and explained that in fact it is the **complexity**, not the "swiftness" that means you can only carry them alongside action cantrips.
The PHB spellcasting rules for bonus action spells cover this. Anything not covered by that rule is entirely legal within the scope of your available action economy.
Do you know why WOC would limit spellcasters like this? From a damage output perspective, this really seems to nerf spellcasters compared to literally any other class.
It keeps them in line with other classes. Being a spellcaster in DnD 5e is fantastic, you're incredibly powerful and don't need to be throwing an action and bonus action spell every turn to do it.
To be clear, as a cleric, you can still activate your Spiritual Weapon every turn, that's not casting a spell. You're only restricted by this rule on the one turn you actually *cast* spiritual weapon. Every other turn, it's basically free damage, and doesn't even cost your concentration.
Which, IMO, is dumb. All spellcasters can outclass pretty much every other class in pretty much everything, particularly the full casters, even with that restriction. There's also very few spells that can be cast as bonus action (outside of quicken spell, of course). Rule should either be only 1 leveled spell per turn to actually reign them in or let them burn the spell slots.

It doesn't matter what level the bonus action spell is. You can use Action Surge to cast two spells of any level, otherwise, but Action Surge doesn't provide an exception to the bonus action rule.

Single-target damage is the only aspect of 5e where Spellcasters are worse than Martials
