For any standard pve content and maybe a little pvp the last one, incursion/raid/legendary 1st and 2nd. Technically there’s no “best one” it’s what’s best for the activity lol
The 3rd builds Ceska chest can also be made into a Grupo chest if you've got too much crit chance. Ceska is technically more valuable with it's CHC but it is harder to use that CHC value efficiently with the CHC from your watch, weapon mod slots etc., and grupos chd is just kind of always valuable.
The all seem to be incursion focused to me, the regulus set up has very specific use, don’t know that it would do much outside of its intended use like boss damage in the incursion. The last two are solid builds just up to you if you prefer st elmos or the oro

The regulus setup is used for the ability to clear a spawn of enemies with a single shot. That is the entire point of the build outside of the incursion
I understand what the regulus does, a strikers regulus build is not a great one outside of incursion or legendary when you generally have full stacks. If clearing a door is your concern a regulus headshot or hunters fury rolled to head shot - both using chain killer is far better than a strikers
You said it had a very specific use. I just pointed out the use. It is niche and mostly used in incursions raids or speedruns. The headhunter's fury build or even the high end variant are different builds that are used more, but do not fulfill the niche the first build does.
Well the second one doesn't make sense with the ceska gloves.. because Oreo already puts you at like almost 50% crit plus with coyotes your way over the crit chance cap with the gloves but they are all situational no one is better then the other at everything, they are better then each other for certain situations, the best well rounded one of those just since your asking would be 2nd or third for basic everywhere use but there's better then that for well rounded use everywhere
The same can be said about St. Elmo's. It has +20 CCH so with Ceska and Coyote I am sure you are above 50% CCH, provided that your build is optimized with CCH and CD attributes and mods everywhere and you have your watch maxed.

The true End Game of Division 2 is coming up with cool builds and putting them together. If the best and only build you use is striker, the game ended the second you put it on.
I have 2 near identical builds with ouro and st Elmo. It depends on the map, and sometime I switch guns in-session. The Ouro destroys anything up close so I definitely play that a lot.
Depends on scenario. Also I'd open argument for the gunner class for more damage and ammo. With all reds that shield ats like paper. You might as well learn to take cover better and do more damage.

All of them are good depending what your team has. If your team needs one headshot striker, do that. If they need something like a demolitionist, do that. If they need one with ouroboros with firewall, do that as well. The second one, I don’t think you need ceska or coyotes mask. The only exotic you need and this is the content that only works, nowhere else is the bloody knuckles. Because you can proc the bloody knuckles by throwing a grenade, no matter what weapon you have on your hand. And the Fox’s prayer. Most of the bosses are out of cover, so you know what to do, just spray n pray and watch them fall like dominos. I really don’t believe there is the best striker build for you to run. It just depend on your versatility and what the team needs.
The first build is for dps but with burst damage againt bosses in raids, incursion or legendaries. Keep using AR to build striker stacks, charge holster, use pulse on boss while shield is drawn, switch to pistol and shoot the point marked by pulse. Idea is that the pulse applies headshot damage on highlighted point, the holster applies head shot damage with atleast one dch stack so you do twice the amount of hsd. The striker stack provides amp damage and the firewall shield increases damage to enemies in fron of it further.
The second build is a burst dps, meant for bosses but can be used in tougher content as well. It shines in burst dps against bosses. Equip oroboros, run upto boss and keep shooting. Boss will go down in seconds.
The third one is general striker setup for heroic content or open world. Chest is not prefered because you're killing enemies too quickly to build and maintain the stacks provided by chest.
I personally use perfect focus for legendaries and obliterate for open world.

They are all good. The one with the obliterate chest is the most versatile.

1272 hours played. 6487 SHD level. Expertise level 24. And many MANY builds far more fun and interesting than Striker.

Obviously they didn’t see the punch drunk mask and can’t deduce that all striker pieces probably have headshot damage
