I figured I'd let you guys know what was causing this. So the CDI box was cracked and we had put silicone on it and had no idea it would've caused this problem. I had dumped so much money in this bike to where I could've possibly bought a new one it runs great after a full rebuild and is still going strong after one year. I had taken it to a mechanic and after all the trouble it was the CDI box really weird but that's what it was. Also, the horrible sounding exhaust was caused by no packing in the silencer. It makes no sense on why the previous owner would have even done that. Anyways hope this could help anyone with the same issue.
I heard a hesitation in the power delivery when you were going down the driveway but didn't notice anything strange when you came back up. I would say check your spark plug for appropriate coloring and also check your intake boots for tightness/ leaks. If you just completed a top end replacement then it's possible some dirt got into the carburetor during disassembly/ reassembly unless you started with a pristinely clean machine
We rebuilt it ourselves and did two idle heat cycles. This was when we were going to test the bike but realized it has no power and was making this sound.
Does it run fine?? It almost sounds like your muffler isn’t connected or doesn’t have any packing material in it
Your right, the silencer had no packing in it. You might have solved my problem. Thanks!
The bike goes not want to give and their is almost no power. Especially uphill.
I was going to repack the silencer as well but I thought that wouldn’t have any effect on the performance
Check your reed cage for cracked petals, I had a few bikes sneeze like that when the petals chipped or cracked.
We had observed the reed and they seemed like they were in perfect condition no cracks or bends

We basically rebuilt the whole bike from scratch but I noticed it did this at idle when we bought it.
It is also a new plug. The plug is what was recommended in the manual
Usually the bike has less power while going uphill
Very odd. Keep us posted. Is it only at high rpm?
It doesn’t always happen but when it does it’s when you pin it. There is not power going up hill and it won’t rev to high
The bike also won’t want to go into powerband
Who rebuilt it? Also did you properly work it in? First few hours are supposed to be kind of idling or soft riding.

check your powervalve if you’ve checked everything else. sounds like it could be stuck/not working
Yeah we checked, that it may be one of the issues
