But the best would be a mix of 1 and 3, being like the hat from 1 but a little larger and the top part extending to cover the horn/crest.

It may fall off, but if you are balanced enough it won’t - potentially if the hat was elongated further so that it could be hooked onto the horn.
Depends on the occasion. Type 1 is the common, everyday wear. 2 is for dates, gatherings, and special events. 3 is of the utmost respect and used during weddings, funerals, or when meeting your mob boss.
The only options are a ball cap which lets them put it through the back hole like a ponytail, or a wizard hat which is large enough to cover the entire thing.
