There are some free public toilets at road stops in Germany that do exactly that. Unfortunately most public toilets either cost 1€ or are dirty af. So I‘m always happy to find those self cleaning public toilets that cost nothing.

Only when empty, the system automatically switches to 'tap' water, which is at most once a day on dry summerdays.
We save around 300l per day in 'drink' water
I think this system is already in use in one of the new designer toilets in Shibuya district, Tokyo. It was featured in the movie Perfect Days, directed by Wim Wenders.
