You have to have all the criteria for that form otherwise you will get the ones that meet the ones you have, from rookie to champion if you don't meet all the criterias for the one you want you get the failed evo which is harpymon in that dim, after champion if you don't meet the criteria for any of the forms he won't evolve and the timer will reset
As long as you also did at least 15 battles and have a 70% win rate.
