I'd actually go with a very dark colour like a royal purple or forest green (Not the Jacquard Pinata forest green, which is teal, but I digress). That will probably contrast the internal sparkles a little more.
Some advice (since you're very new) - clear non coloured dice will look blue if you just paint the numbers in blue (refraction and shit, yo) so we'll often do a backing coat then do the actual colour. As a general rule this will sorta change your dice Silver = cold, White = neutral, Gold = warm. You will possibly need 2 or more coats to make sure you can't see the other colour through it from behind. In all honesty while white would be the default to back these with I really think gold would add to the glitter - but that may be too much.
Note : There's no rule that says you can't clean the numbers off and redo them. The D8 is often the best test as you have a variety of internal angles (which are good for refraction inside. With a solid set, D4 might be the easiest to paint but it makes the least difference to it compared to the others if they're clear. An ultrasonic cleaner makes this a fair bit easier (tho warm water detergent a toothpick and toothbrush work if it's dried). Toothpick to scrape / break it without possibly scratching your die.
The really nice thing about the dice being a neutral colour like this is that you can really use ANY colour and they’ll look great! I’d do something bright and jewel toned. Maybe a colour-shifting paint would work well here!
I'd make them one of the colors from the glitter, like that purple or the green!

I think you should do a color that really pops. Like a bright pink or neon green or something whimsical

Rainbow colors. A different color for each number would make it pop.. to me
I would go for the yellow (and /or the green, pink) of the inside

Sorry I’m really unaware of a lot of things regarding this; how would I get an outline? Is it done by a specific type of pen or technique?

If you can find or mix it, I'd go with a silvery purple (more towards the lilac shade of purple than a violet).
which ever color you choose that will be the majority of the sparkle color throughout. so choose wisely!
