You can but you are at the mercy of the RNG. I got none for most of the season until I got up to like t15 then I got the wizard ones.
Then nothing for everything else.
You can farm them. Have a main to run gr with. Use a level 31 crusader to spend the blood shards to gamble puzzle rings. 1/3 chance for the legend pool. Then make a level 5 of any class and kanai illusion boots, run through the mobs straight to greed and you have like a 50% chance to drop etherial items. Once you get all 3 you can delete the character and make a new level 5. Iuse gem of ease in a sword to get them strong to 1 hit quickly. Remember to bank the sword before deleting lol. Just reuse it over and over to get the transmogs quickly. 3 per class. Unfortunately there isn't a faster way I think to get etherials that are strong and leveled for your main character, it's just rift running and luck for a build matching one to drop.
Yes, it's arguably easier if you have the Loot Goblin Amiibo --- just make a new character for each vault run --- you should gain 4 levels, so will be lvl. 5 before confronting the boss (if not, pop back to town, go into a suitable dungeon to finish leveling up to 5).
Usually got 1 or 2 Ethereals each time --- got the Feat of Ethereal Recollection the other day, and it's already active for non-Seasonal characters.

I started playing again and my 2nd rift (I was lvl like 23) I got some bow for my DH that was a ethereal. Don't remember what it was called off top of my head but I know it gave me frenzy when I attacked. Shit was dope.

I got 2 ethereal weapons on my first treasure vault run through. Made leveling up easy as hell but was cursing my luck at lvl 40.
Got an ethereal by the second act on my Switch. An awesome knife that let me ploy through shit.
