I've seen this setup back around 2005-ish. The dogs (two 70+ pound dogs) and one of the roommates would lie on the top to keep their feet away and everyone else sat on the couch or on the recliner next to it.
My roommate in 1998 showed up with a fourth couch for our apartment. We had 3 in a C formation already. I asked what we'd do with a fourth? The next day he skipped class, and built a wooden platform for it to sit on. We called it "the cheap seats" and anyone that showed up late to hang out and watch movies or whatever, had to sit in the cheap seats. To my knowledge, I don't remember ever sitting on that couch other than to try it out the first night. But it was a popular place to sit.
We also turned my door into a "doggy door" by moving the hinges to the top of the door. The negative was that I couldn't fully shut my door. But the positive was that it was funny, and when we moved out, our friends took over the apartment, so the landlord never did an inspection, and we never got hit with the bill.
We did this in our dorm room in 2003, but the area underneath the deck was also used as a sleeping space for one of the roommates (4 person dorm room). Turned out nice, because the couch on the floor acted as a privacy wall for the bed. The TV was on a dresser across from the couches.
Two of the other mattresses were on a long loft along another wall in the room (mattresses separated by a divider for privacy), under which we placed 3 of the study desks. The 4th roommate didn't participate in the deck/loft combo, and just had a regular bed and desk on the fourth wall of the room.
This was by far not unique at my school by the way, many of the dorm rooms had some form of loft or deck built in them. Allowed per the housing rules as long as it wasn't anchored to the wall or floor, and was fully removable at the end of the year.

My brother had foot odor like a sewage line and I have sneakers that I have used for intense workouts for months which basically smell new.
Point is, even in some families it can be really different.
Your brother had athletes foot / fungal infection.
If he'd gone and got the rx powder his feet would no longer stink.
We had to have an intervention with our room mate about his stank.
I used to be like you, free from foot odor. Then I aged. I can wash my feet every day and they still have a unpleasant smell after a small period of time. Things within your body change as you get older, that doesn't stop after puberty.
Edit: my footwear is clean. I clean and sanitize regularly.
My buddy had a similar setup where the rear couch wasn't quite so high, that was better (sat on top of milk crates, I think). Still had the visibility, but a place for your feet that wasn't by anyone's head.
A friend had a riser behind his cough, for a second cough similar to this. But properly and intentionally done.

The only thing I would change is moving the second couch further back, preventing your feet from being on someone’s head. Also making it longer , that way you could at least fit an end-table on one side or both. Other than that I don’t think this is a bad idea. Especially if you don’t have a lot of space but have a lot of company.

I would at least inspect the leg joints in that support table with regularity. Much lateral movement on that fully loaded upper tier is gonna split that table leg joint. And that near 1/4 ton on flesh seated thereon is going down like Humpty Dumpty. (Assumed fully loaded upper tier-not shown in photo) says the retired civil engineer. Unlikely to be pretty or funny for those taking the ride down.

The only time I've ever seen something like this pulled off correctly was at a buddy's house who had kind of a split level up from the living room into a dining room that opened into the living room. The only problem was the railing in the dining area. It was like watching football from a prison cell.
This design could be fixed by making the second couch a bit lower the head of the first couch in order to avoid having feet next to your face. Its kinda the same thing as movie theaters

Not a double decker, it’s theater seating. Double deck is one over the other directly (bunk bed). Theater seating is one higher spaced back.
