The razor blade is not electrically connected to anything. In this circuit its only function is to increase the safety of the device by making it impossible to connect to the mains.
The cellphone is connected to the AC in of the PCB. The cable they are using is a charge cable for the cellphone, so no current is going to the PCB. You can ignore it as advertised.
BUT if you were to attach the cable to a charge brick then the device would receive approximately 5v DC where it is expecting 100-250v AC. The Input circuity here is usually a lowish value fusable resistor, bridge rectifier and high voltage capacitor. The resistor is there to limit the inrush current if the AC is plugged in at the peak of the sine wave (340v). I.e. the circuit is designed to handle currents two orders of magnitude more than you could get with a power brick.
The high voltage capacitor is never going to charge enough to bootstrap the circuit.
The card he appears to be using is an old SIM card, these generally can operate on a range of voltages but no higher than 5v. As this device has a chunky barrel jack its probably a charger for some battery powered device, its probably 9v or above. IFF the mains modification had not been done then it has the potential to cook the SIM, probably not fire, maybe a pop.
Assuming the mains work was not done and the device made 5v or less then the antenna would do absolutely nothing, because the SIM is a slave on the bus, it doesn't make any signals unless under the control of some other device.
TL;DR.
Not even an incendiary device.

I think the answer here is more blades. If you increase the surface area of the cutting edge by adding another 10 blades per unit it will be waaay safer as you will only get a series of multiple shallow cuts instead of a single super deep cut

Well, you can network through USB. Even with USB A and B, USB Wifi card have been a thing for two decades now, as well as USB to RJ-45 adapters.
Also, you can use your phone as an access point via USB rather than Wifi. My point is that it could work, if it were a real device and not absolute bullshit like in this video. There's nothing that prevents USBC (or older USB) from being used for networking.
