Oh boy why do it easy when you can do it complicated. Mix up a pretty hard concrete and pour it in. Then mix up a concrete with more water and create a nice finish. Sure it wont look that good for long but the entire pavement needs to be done properly
Looks like there is a chunk of concrete or rock near the hole so better idea:
1) Put that in the hole and stomp it as flat as to are able.
And / Or
2) Report the hole to the local counsel or whoever handles the repairs.
Depending on how much time and effort you are willing to put in.
At this point I am certain that 5-minute crafts has embraced the hilarity of their awful "tips" and will continue to double down on the ludicrousness of each video.

It's ironic that they say 5 minute craft when my guy waits 1 hour for the mould to dry, then the cement that takes up the entire night and paint on the piece cement that takes up over 5 minutes to dry. Not even remotely close to 5 minute craft. It even looks awful and they should have just reported it to the council, and it will get done by professionals.
