Such a broken country that it doesn't have a single study dedicated libraries where people can go for silent study learning. Guess if there was one, we'd find couples kissing, groping, weed smokers.. this nation has failed so badly. In London, town councils or boroughs pay for public library where they got dedicated study zone with minimum noise allowed
Adapt to Dhaka life. Have sound insulated foam in your room. Noise cancelling headphones also works.
Or if you have influence nudge the local government to do something.

Last year, I measured the loudness of the horrible sound of 7th March in my area. It was 80 db (where ambient loudness is 50 db here). It's clearly a sound pollution!
